The Department of Climate Change and Sustainable Development (SCDD) carries out research and development activities in the areas of sustainable development and climate change, arising from the provisions of the 2030 Agenda for Sustainable Development and the United Nations Framework Convention on Climate Change (UNFCCC). Regarding Agenda 2030`s actions, the department’s activities are aligned with SDG 13 “Take urgent action to combat climate change and its impacts” and SDG 6 “Ensure availability and sustainable management of the water and sanitation for all.” In concern to the obligations of the United Nations Framework Convention on Climate Change (UNFCCC), including those under the Kyoto Protocol (KP) and the Paris Climate Change Agreement, the department is engaged in activities related to mitigation and adaptation the effects of climate change. Therefore, SCDD provides technical and scientific support for the annual reports on Land Use, Land Use Change and Forestry (LULUCF), part of the INEGES National Inventory of Greenhouse Gases. Other areas of expertise include identifying the impacts of climate change in relation to the state of natural and agricultural ecosystems, assessing the impacts on water resources in river basins and conducting analyzes for determining the bioclimatic aspects in urban environments.

Areas of competence

Elaboration of climate studies and research;
Development of studies to promote the concept of sustainable development;
Solutions based on the ecosystem approach in order to attenuate and adapt to the impacts of climate change;
Statistical analysis of climate datasets stored in different formats, including QC / QA techniques;
Determining the environmental impact of climate change on water resources;
Sustainable use of water resources;
Characterizing and evaluating ecosystem services (ES), with the help of the MAES framework, and implementing qualitative models to determine their status;
Developing drought monitoring techniques in situ and ex-situ in order to combat drought effects in agriculture.

Activities

Research on the climate variability and climate change in Romania;
Analyzing the relationship between large-scale climate variability and regional scale by application of statistical methods;
Identifying and assessing the impact of measures taken to reduce GHG emissions into the atmosphere and the measures for climate change adaptation;
Elaborating specific studies and research for quantifying GHG emissions from the LULUCF sector and validation using QC / QA quality estimation techniques;
Assessment and mapping of ecosystems and the ES that they provide;
Developing good practice guides on the adaptation of ecosystems to the impacts of climate change;
Analyses of pedological drought risk assessment by in-situ monitoring and remote sensing techniques;
Analysis of water losses in distribution networks in relation to the availability and the necessity of water resources in a watershed (hidrological basin);
The mapping of the flood strips that can result from extreme rain events;
Monitoring of state parameters for vegetation (LAI, NDVI FPAR, etc.) and soil humidity (SM, NDWI, SCA, etc.) using optical satellite imagery (Sentinel 2, Landsat, Aster, MODIS);
Determining the dynamics of land use using satellite imagery (Sentinel 1, 2, 3, Landsat, Aster, MODIS).
