The National Institute for Research-Development in Environmental Protection (INCDPM) has been established according with HG 1442/2009 by unifying of three environmental institutes with national and international prestige, having expertise since 1950 in the following domains: general environmental protection – Danube river, Delta of Danube and Black Sea. Now, INCDPM consists of three researching entities having the headquarters in Bucharest, Constanta (subunit having legal entitlement INCDPM - Institutul Naţional de Cercetare-Dezvoltare Marină "Grigore Antipa") and Tulcea (subunit having legal entitlement INCDPM - Institutul Naţional de Cercetare-Dezvoltare "Delta Dunării")
